can anyone  know bout the sms controller circuit which we use in it mobile to control some thing which is remote

what is a tiny circuit
and can we use a pic microcontroller in this circuit

That's either a tiny circuit (very small circuit), or a circuit based on Atmel Tiny microcontroller  ;D

and can we use a pic microcontroller in this circuit
You can use any microcontroller that supports serial communication.
