Title: How much is atmega8 ic supposed to go in the socket?

For the 50$ tutorial how deep does the atmega8 have to go down the IC socket?

You want to be very careful when inserting the IC into the socket.  You want to make sure all the pins are properly aligned and that you press it down with even force.  When seated, the IC should look like the third picture down on this page http://www.societyofrobots.com/step_by_step_robot_step3C.shtml
