Title: RF Detector

I'm new in building robots, how could I build a radio frequency detector? Or is there some sort of sensor out there that detects an RF signal?

What do you mean RF detector? Do you mean an RF Transmitter/Receiver pair? If so you're going to have to specify the frequency. Look around the site, this is covered in fairly good detail. Depending on your application you might be better off going with Bluetooth -- easy to use but short range, operates in the 2.4 GHz public band.
