Hi all i am majoring in electrical engineering and i have to do a senior project i want to build a robot like the one in the 80's movie short circuit do you guys think it is possible

Yes, first build the $50 robot to get you aquainted with robotics  ;D

i have some what knowledge of how to build the robot however i don't know which would be the best material to use for this robot, my plan is to first make it work as a RC car howver i don't know hot to control the movement and the arms using the same remote control

Buy a RC radio with more channels to control the arms.

would you know how much they run for and if google skecthc is good program to design the robot

6 channel should be fine, around $100-150. Sketchup is a good program.

where can i find good tutorials to learn google sketch up

type Google sketch up in Google and you will find a lot of information.  Also, if you can afford it. .. i would recommend the student version of Solid Works.  It's only about $100.
