Hello,
Im currently experimenting with arduino and im trying to work on this project for my grad project...
I want to make a robotic hand with 3 fingers and thumb.
The kicker is that i want to control it with a glove, using my 3 fingers and thumb,
anyone have any ideas?
what can i use to construct it, and is arduino enough

Arduino should be enough. You could make a frame to fit over your hand, and have potentiometers on the pivot points. The arduino can read the potentiometer values and adjust the servos on the fingers accordingly. Or a more expensive but cooler way would be to have accelerometers on your fingertips :D

do you have as budget limit?

as Smash said - we really need to know budget
You could also look into flex sensors that change resistance based on how much the sensor is flexed.
