Title: Battey parallel wired with charger, what is charger rating?

According to this diagram, what would be the charger's specs for the two batteries, would they be 12v or 24v, and what would the amp-hour rating be? Or does this only depend on my specifications?

A normal 12V charger will suffice.

An Amp/Hour rating generally refers to battery capacity.

You'd be able to charge those at a few amps but I recommend charging them separately as they may reach different levels while discharging or charging.
You can charge them in parallel but it's better for the batteries if you charge them separately

Batteries generate voltage and current by a chemical process.

Charging a battery reverses that process.

Charging a battery generates heat.

Charging a battery too fast generates too much heat. Said heat can cause permanent damage to the battery components. You can't un-bake bread.

I would not use more than 4 amps in the situation above. Two amps per battery is  the high end of the envelope for those batteries.

Don't rush chemistry.
