Probably at a machine shop after you supply them with the appropriate CAD files. If you go back to the original YouTube video, there is a link in the description to http://seniord.ece.iastate.edu/may0835/ (http://seniord.ece.iastate.edu/may0835/) that describes the robot. This page http://seniord.ece.iastate.edu/may0835/robot_chassis.html (http://seniord.ece.iastate.edu/may0835/robot_chassis.html) contains a description of the wheels that seems to indicate they were custom machined.

If you have the money, AndyMark http://andymark.biz/wheels.html (http://andymark.biz/wheels.html) has some larger versions.

Yeap definitely custom made. I see a lot of people machining that type, even in Thailand.
