I want to know the specification of an incremental sensor which can be used to detect
the markings made on a rotating Wheel .

It sounds like you are talking about an encoder wheel. We will need to know a little more about your project to help.

Actually, I wish to control the speed and position of robot by constantly monitoring the two rear wheels , which would have markings and a reference point on it. Please suggest which kind of sensor shall i use....I  stay in pune....where can i get such sensors..

You need what conscripeted suggested: wheel encoders.  These devices allow you to monitor distance, speed, position, turning angle, and acceleration and decelleration

you can buy some from here: http://www.solarbotics.com/cad/products/gmwwk1/ (http://www.solarbotics.com/cad/products/gmwwk1/)   ...not sure if they will work for you because there meant for the GM2, GM3, GM8 or GM9 gear motors. or here: http://www.nubotics.com/products/ww01/index.html (http://www.nubotics.com/products/ww01/index.html)
