Hi,

You can tin it by electroplating or by molten tin/lead (and soldering flux).
The chemical you think of might be the nonelectric plating, which is not very good, as the deposited layer is very porous.

A rather fast and fairly heavy robot with quite large wheels needs what? A lot of power?

MG Chemicals Liquid Tin, watch out this stuff is VERY bad to inhale for prolonged periods, and do it in WELL ventilated places because it literally smells like ass.  ::)
