Problems with 9 volt battery recharger

My paintball gun uses a rechargeable NiMh 9 volt battery. Last time I charged it, the battery charged fully (or at least appeared to) but did not last 5 minutes under load. So, I went to inspect the charger and something was wrong. The input for the charger is 120v 60Hz 3 W and the output is supposed to be 11.2 VDC, 40 mA. But when I measure the output voltage I only get 9.02 volts. Does anyone know what could be happening?

What brand of charger are you using? Because if it's the "Made in China" run of the mill no-name crap it'll do that to you.

Yep, that's exactly what it is. I'll probably be getting one of those chargers, I was just wondering if this was anything with a possibly easy fix aside from a new charger.
