 how do I tell if a cell is ruined?
 how do I find out what I need to do to charge them?
 can I curl up in a fluffy blanket and hide?

Looks like a standard 18650 Li-ion cell,

If the cell has no voltage, or it's less then lets say 2 Volts, it's likely ruined. Li-ions cannot be discharge beyond a certain point, or they are ruined, which brings me to question 2:

You will need a li-ion battery charger and i highly recommend a Li-ion protection board, because they take care of all the important stuff and make it a pretty idiot-proof power source. They will cut off power when the cells get to low and regulate charge/discharge current. They go for about $9 a board.

This CGR18650HM is standard 18650 Li-ion cell with capacity 1600mAH,

If the cell has no voltage, or it's less then lets say 2.5 Volts, and you charge it for 30 mins and it can't hold any charge, it's likely ruined.
You can charge at constant voltage / onstant current( 4.2V, 1120mA(max) for 2 hours at 20 Deg C).
