It Depends.

Try the AVR ISP mKII programmer if your willing to spend the cash for it. Or you could do a clone of one.

Also you can give the Pocket AVR a shot for less money.

It depends on how long your willing to spend and how long do you think you'll use it for.

it says 3.3(5V tolerant).... would that work with the robot/?

Oh Heh, Heh Sorry, wasn't looking.  :D

EDIT: Oops. Sorry, forgot to actually do something.

Why exactly do you need the converter for?
Sorry for my annoying curiosity.

Yes it will work

"you can connect it directly to any microcontroller running at up to 5 V"

If you are planning to use the converter for programming, let me tell you, some serial programmers do not work with USB to serial converters. I do not know about the product you have linked.

If you want to do USB programming, then I would suggest you to buy a USB programmer itself.

The converter is for UART data, which isn't used for programming (maybe bootloading, but that will be guaranteed to work). This isn't a usb > serial port converter for programming.
