How do I run a Invacare P9000 XDT on one motor?

I have a Invacare P9000 XDT.  24V 10A 450W/4-wire motors.

I am fabricating a two wheeled scooter and want  to use the Invacare controller, joy-stick, and one motor to drive my scooter.

When I check voltage at the motors i GET 24V.
When I disconnect a motor the green light on the controller turns red and chair becomes inoperable.

What I need to figure out is how to run the system with only one motor.
How do I wire this thing so that the controller thinks the second motor is attached?

I know, it's  a tough one.

I don't know if it senses the lack of a energized brake release circuit which a simple 24V LED could replace,  and a similar low power consumption LED to take the place of the motor.

Or am I way off base?
