Ok, i was thinking of a small project that requires me to display something on a mobile, and the input is a high /low signal.
So is there an app or extension i can attach with my mobile to give inputs to it!

As mobile phone is a microcontroller controlled device, yes, signal can be fed into it. Whether it is necessary to do some hardware/software modifications highly depends on what signal You want it to receive and what mobile device You have.
