UART with parralel port

Would it be possible to use a parallel programmer with UART?
Or can I make something with USB for UART?
I have just a parallel programmer with a SN74LS08 chip to program my robot.
I anyone would help me.
Cause I don't want to buy an 30 dollar parallel to serial port converter.

UART requires TTL serial. Parallel won't work.

You'll need an adapter. You'd do better finding a computer with USB, and buying a $15 USB to serial adapter.
