Can't send PM

So I thought this was just a temporary thing, but I still can't send PM, and I don't know if other people can or can't.

Ok, so I guess I can send PM's they just don't show up in the outbox. And everything on the PM page is moved down a little.

You have to tell it to save it in your outbox, but it can if you want.
