Do I want to buy the atmega8 avr development board for my first robot. This is the only one I have found that is the board. Do I need to buy a diferent on?

you don't need to buy for your first board, you can just as easily make one that would look easier to use than that.
no power buses, ugh. check out the $50 robot tutorial on the main site.
