Does every controllers need a software?

Needs a software to program them?

No.  You interface one of these things with a microcontroller, and you program the microcontroller. 

Sotu, I repeat my recommendation--you ought to start with a kit.

No.  You need a microcontroller in the circuit with the motor controller.  The microcontroller speaks with the motor controller to tell what the motors do.

Sotu, I repeat my recommendation--you ought to start with a kit.

Here are some robot kits that are fun, and will teach you a lot.  I built one and learned plenty from them.  They are very neat in operation also.  A kit will teach you most of the basics you need to know.

I'm going to order a robot kit and a kit where u learn how to make eletric circuit cards. Im waiting for them to get them in, so i can order them.

Wonderful job! ;D

Those should give you the start you need instead of blindly asking.  You'll learn quite a bit if you take the time to know what the circuitry is doing.  Don't just build, but learn.
